National Licensing Center (NLC) 
Even easier for business in Albania!
No more lack of information, no more wandering from one office to another, no more piles of documents to fill out and long hours spent trying to get a license or permit for your business activity!
Based on law no. 10081, dated February 23, 2009, which reforms the business licensing process in Albania, the National Licensing Center (NLC) has started its activity as a central public institution, which is subordinate to the Ministry of Economy, Trade and Energy since June 2009.
With its one-stop-shop services and shortened, transparent and quick procedures, the NLC reduces the administrative barriers to free enterprise, reduces the costs of business related to the licensing process and minimizes the level of informality, thus improving considerably the business climate in Albania.

The NLC offers these services
a) handles licensing and permitting procedures, compliant with law no. 10081;
b) keeps and administers the National Registry of Licenses and Permits;
c) provides free public access, as per provisions of the law;
d) informs and advises applicants and the public at large on licensing and permitting criteria; |
Description of the National Licensing Register
1. The National Register of Licenses and Permits is an integrated portal of electronic data, serving as a publication/announcement procedural instrument, and as an official electronic archive, thus guaranteeing transparency in the field of issuing licenses and permits.
2. The Register is organized in three sections:
a) Register of legal and sub-legal initiatives in the field of licenses/permits;
b) Information register, as per categories of licenses and permits;
c) Applicative register of licenses and permits.
Every request and every decision of the NLC or any other institution that is related to licensing or permitting, as per this chapter of the law, is published in the Register within the following working day from the day the request is submitted, or the decision is made or announced. |
With the approval of the law on licenses, authorizations and permits, the Assembly of the Republic of Albania paved the way to the establishment of the National Licensing Center.
Establishment of the NLC, with standardized procedures and service windows. The One-stop-shop services for licensing will function based on an electronic system that conforms with that of the National Registration Center (NRC). The NLC will administer applications for licenses and permits, through simplified procedures that save time to the businesses.
Electronic submission and tracking of the application process, as well as regular exchange of data among the institutions. The NLC system is built in compliance with EU standards and will support the functioning of a wide service-windows network throughout the country. It will also support a national licensing register and will offer submission and tracking of applications through the internet.
The NLC will also support the digitalization of existing licensing registers, as part of the NLC register. Its system will exchange data with other institutions, including the competent line ministries.
Announcement:
We would like to notify all the businesses that in accordance with the article 14, point 1 of the Law Nr.10081, date 23.02.2009 “For the licenses, authorizations and permits in the Republic of Albania”, “every license/permit in the Republic of Albania, issued by the central or independent institutions, shall enter in force only after its publication in the National Register of Licenses and Permits, apart from those, whose entrance in force is related to the publication in the Official Gazette.
Therefore, all the licenses or permits issued by the central or independent institutions after December 31, 2009, must be published in the National Register of Licenses and Permits by the responsible institutions, in order for them to have legal power.
